What does it mean for a ref to be 36% complete? Is that like he's claimed he's completed an offer but hasn't been verified yet? It's confusing me and I couldn't find an explanation on the website.

For any one of your refs to go green on a v-bux site, they need to complete enough offers to reach 100%. Each offer on their site is worth a certain percentage. For one of your refs to show 36% complete, that just means that they have been credited for offers that add up to 36% out of the 100% that they are required to complete to be green.
