Actually, you should resize the image BEFORE uploading it and linking to it. Use MS Paint, or any other image editing software.
Using HTML to resize on the client still downloads the larger image and just resizes it in your local browser, which causes some browsers to display the full size until it completes downloading, then flashes back to the scaled size. Pre-resizing is much cleaner and less bandwidth intensive.
