Ok if you right click on the gray border you can change the reading pane text size from the default medium to larger. Good this is what I want
When you close outlook the damn thing defaults back to medium EVERY SINGLE TIME.
I believe i've checked all settings etc
Anyone else experience this?

I don't have Outlook 2003 anymore. And I use Outlook 2007 only for Contacts, Tasks, & Calendar, not for e-mail.
Have you gone to Tools -> Options -> Mail Format -> Stationary and Fonts? You should be able to set the font to whatever settings you want. Keep in mind that HTML e-mails can override fonts, but those settings should apply as defaults.

According to
this page,[=http//www.hanselman.com/blog/ChangingTheFontSizeOfTheReadingPaneInOutlook2003Impossible.aspx]this page, it's a common issue. Microsoft, as usual, is retarded.
From reading that page, I think I know what's happening. Outlook is using an IE control to view e-mails. So the font rendering is not actually part of Outlook, but of IE. Someone commenting on that blog said when they changed their Outlook font size, IE's font size changed also.
One more reason to hate Outlook for regular e-mail purposes. I only use it to keep my WM5 smartphone calendar and contacts synced, but as soon as I have time to finish up my Funambol installation, I'll hopefully be ditching Outlook completely.
