I want a certain saved html file to open every time my computer turns on. Is there a simple way to add an item to the startup utility in msconfig?

Right click file, drag to Start menu -> Startup (Create shortcut)

Just put the shortcut to the file you want to open in the Start Menu "Startup" folder. Any file/program in there will open when you start windows.

Thus the shortcut that opens the file, which you put in the "Startup" folder.
