It seems to come for awhile, stay, then go away. But it happens to me often enough to be annoying.
Is there anybody it should be reported to?

We're all well aware of it. It's been happening intermittently for months, but was recently aggravated by the massive influx of newbies, combined with the fact our host doesn't have the resources on this box to deal with the extra load. We're monitoring the situation and hope it will be resolved (or lessened) when the host's data center move is complete sometime this month.
