When buying an HDTV, are you better off getting an HDTV or and HD Ready TV? I am right in figuring that HDTV's have built-in tuners, and HD Ready TV's you have to buy a tuner for?

It depends on your setup. Does your cable/satellite provider allow free local channels? If so, then you really don't need the built in tuner. If not, the built in tuner would save you some money, because you could pickup over the air HD broadcasts on the local channels (fox, cbs, abc, etc). Also, there may be other local hd channels like a news/weather channel or a PBS affiliate, that aren't provided by your cable/sat company, but are over the air broadcasts for free in your area.

What if I was going to use it for a Playstation 3 too?

Tuner doesn't matter for PS3. Only for OTA HDTV channels, and only then if you don't have a cable/sat box with an OTA tuner.
