Those are the two pages (they're kind of related, the first one is the single frame, the second is the whole page). There's a giant space in the middle of the page, and I can't figure out how to make it go away. Any ideas?

It's actually doing exactly what it is supposed to do. Your table that contains your countent has a height of 100%. If you take that out it should fix your problem.
If you want the footer to appear at the bottom of the page, Google has a lot of links to various techniques.
