"Promotion not available in your area"

What does it mean when someone who is trying to sign up for the site gets the message "Promotion not available in your area" when it is someone who lives in Minnesota?

Last time I checked, Minnesota is in the US...

it depends on what it is and the various state laws. I can't order the wine because it's illegal to mail-order wine in GA

Thank you - he's new and seems like a good person - I would hate for him to get discouraged so soon.

Update - I checked today and he's got .75 credits - so hopefully his issue is resolved.
