The Bell System is the union of all the major phone companies with the name "bell" in them (that's pretty much the quick summary of it). Now that AT&T have merged with Soutwestern Bell Communications, this kinda like leads to the whole "Bell System is back" kind of thing. Kinda interesting read on Wikipedia =P

ebay items are allowed because it is somewhat safely to say that the deal will be legitimate since it will be done through ebay. At least that's what I think.

Not only that, but after Southwestern Bell Corporation bought AT&T and renamed itself back to its Parent's name.. It bought BellSouth too.
As for the book.. I'm willing to sell it for $4 (special FiG price) p
