couldn't you just take out the loan, let it interest for a month ( so like.. $30? idk i haven't found the rate) and then pay it back? doesn't seem too hard

These loan OOD"s are almost always auto loans, and they don't just give you a check -- they give you a voucher or an approval letter to take to the dealer, who then gets the check sent directly to them. So, you have to actually buy a car.
