No. You either have to have a bank account or credit card linked to it to send money.

as long as you have funds in your account you can send them wherever.. you just can't put them in your bank, or whatever...
it's called "Send Money" tab on the top.

Well you have to add it but you don't have to use it. he's right in that if you have funds in your account (that someone else sent you) you dont need a card or bank account
