It's not coded into the DOS command line. You're connecting to another machine (towel.blinkenlights.nl) via Telnet.

you can also run it in Terminal on Mac.

Exactly. Not limited to Windows (or XP) but will work on most any OS with a telnet client.
It is old, but I had forgotten about it. I'm reminded how some people have entirely too much time on their hands...
