How do you make a nav bar in frontpage (or dreamweaver) so that you don't have to update the links every time you make a new page?

I would say just make your page with your navigation bar and then save that page as a template. So you don't have to make a new nav bar each time you start a new page.

depends on your server, but you might want to try using SSI - server side includes.
It's a separate file that you call to on each page, so if you want to update a list of links, you just have to edit that one file to change the entire site.
SSI is supported on unix and windows web servers, but it depends on if your webspace provider allows you to use them.
