I don't think so.
The PayPal like webcert is the PayPal Virtual Card.
I forget what Buyer Credit is, but you can see on their website.

For the paypal virtual card they do not give you the 3 digit number like web cert. does...If you find somewhere that you buy something that requires it put in 000 and that works. I bought stuff off of pacsun.com and it asked for the 3 digit verification code and it didn't have one so i just put in 000 and it worked. )

i think buyer credit is a line of credit for things purchased on ebay
