It sucks, and everybody instead of responding PM'd just responds with something like I PM'd you about this. It's pretty much the same thing, and there are rules about it. But they would be way to hard to enforce because of the amount of people that do it.
And I dunno why people do it either. I look and if I see it's more than like a day old I figure way too many people have already gotten to them. Or if there are more than like 6 posts in the topic. If there is it's probably just a waste of time.

There are other threads complaining about n00bs, try searching for those instead of doing the exact thing that irritates you.
You know what irritates me? People that have 15 posts and call other people newbies.
And when people use "your" for "you're", that REALLY bothers me.

It's better to bump an old thread to continue a discussion on the same topic, rather than create a new topic every few months to rehash the same old things.
OTOH it's NOT cool to bump an old, dead topic if you don't have something constructive and meaningful to add that would warrant bringing the topic back up for discussion. Saying "I agree!" or something equally inane on a 2 year old post will get you frowned at. Severely.
