Hotmail doesn't support POP3 and SMTP for the free version.
When the dialog opens for what type of account to add to Outlook Express, select HTTP and hotmail - it will put in the URL automatically.
You're technically accessing your webmail box through an OE front, as opposed to downloading your messages off of the hotmail server onto your local machine.
The only free webmail service left that provides POP3/SMTP support for third-party mail applications is Gmail.
