Can I have my same friend sign up under me in both the freeipods.com and the freeminimacs.com offer and complete an offer in each? This does not count as non-unique referral right?

As long as your friend completes a different offer for each, that is fine.
To clarify
You sign up for freeipods.com, your friend signs up under you, and completes and offer (e.g., Netzero). You then sign up for freeminimacs.com, and he signs up under you and completes a different offer (e.g., Video Professor).
That is legal. He cannot, however, complete Netzero for BOTH. Also, he can't sign up twice for freeipods.com.
