This is a new theme for windows xp. It does NOT require you to any program or replace any dll. Its an official M'zoft theme taken from windows xp media center edition 2005 build 2149

Eh, I have it applied right now, I'm not sure how I feel about it. I had the "Energy Blue" theme that came with my "Media" edition Windows, I think I like that one better. I'd really like this if over by the clock it wasn't so dark, and by the "Start" button. Oh well, I'll give it a shot.
