I'm selling my psp and someone bought it with 0 feedback with hidden feedback as well, obvious scam and ebay says I have to send the item but I blocked all 0 feedback but now ebay says I can only block users with negative feedback and I must send the item.

you are safe, your auction says the only payment method you accept is PAYPAL, and you only ship to the United states. You don't have to ship it anywhere else or accept any other type of payment. Any time you sell something I sugguest you say something similar to below in the items description.
The only payment method I accept is paypal from VERIFIED paypal accounts. I will only ship to United States (also say canada if you want to ship it there) and the CONFIRMED paypal address on your account.
- Just tell him that you can only ship to the United States and accept paypal, see what he says.
BTW ALWAYS get delivery confirmation when shipping stuff, it's either free or like an extra $.40 or something.. well worth it. Also, I would offer insurance in your auctions, it's not much more work to you and if the buyer wants to buy it it protects them more.

bitch as in Stacy Brown? There's no way you'll have to send it. I would refund the money, and then report the buyer to ebay. They'll ban 'him'.
ask her to send DHL to ur location to make her pay for shipping. instead of the psp, ship her a bunch of junk. Thats the way to burn a 419 scammer.
