try to make sure it is pushed down firmly into the slot. Also try a different slot. It could just not be pushed down far enough.

I believe the motherboard's speaker beeps. I didn't know video cards had a built in speaker. P

Video cards do not beep. Are you sure it's in the right slot? Is it even the right slot video card? It's something wrong with your mobo, not the video card.

The video card may not be properly inserted, it could be loose, therefore the motherboard is making a beep because of it. ;)

Also, make sure your RAM is in correctly. My RAM got loose and it made my mobo beep and there was a blank screen.
explain in detail the beeps when the card is in or out

If you have more then 1 stick of ram, take 1 out.. Reset the bios, make sure the video card is all the way in.. If that don't work try the other stick of ram/a new video card/ or your video card in another computer..(1 at a time, try to cross off some stuff, making sure it works..)

Sounds like its not seated properly. Try it one a different pci-E slot. Sometimes cases are made funky so they don't go in all the way sometimes.

If i were to guess i'd say, like everyone has said, try re-seating your video card.
