Is there a way to set up 2 different banks where I can extract money from or will I have to set up a whole nother account?

Yes.
Go to the Profile tab.
Then in the "Financial Information" section, there should be "Bank Accounts".
That is where you can modify/delete/add bank accounts. ) Which means you can have multiple bank accounts attached to your PayPal account

10 PayPal cards? You can only have 2 PayPal accounts (one Personal and one Upgraded/Premium/Preferred/Business/etc). You can only have one card tied to an account, no matter how many bank accounts are on the backend. You set a single primary account that will be used as backup funding for all card transactions when your PayPal account is empty.
So I don't think you're going to be able to do whatever it is you're talking about, which might I add sounds a bit shady.

you're allowed 2 cards, a primary card, and a 2nd card for any name you choose to put on it. You are allowed replacement cards for lost/stolen/ demagnetized cards as well.

ooh when you turn on the card they ask you to set ur pin
if you forgot it go to profile
press paypal debit card under financal information press change pin
