Okay I've had enough copying this letter down. There's another 8x11 sheet of crap written in this letter...
What it says is that the scammer needs your signature ("permission in handwriting" and $10 to buy a piece of "Fortune Parchment" to write down the instructions to get money (My guess is "SEND MORE MONEY!")
