How to edit out the commercials on this DVD?

My dad bought the movie "under the influence" from amazon.com. It is a movie that was recorded off of the Lifetime Channel so it has a few commercials. How do I edit the commercials out of the DVD? It is the regular DVD type vob files (video_ts and junk like that). I can't open it up in windows movie maker because it doesn't support that. What is a good program that I can edit it with and not lose quality?

is it an official dvd or a home burnt? if its official, you could use a selection of programs to just inport it and deselct the commercials when you reburn it, but if it homade, you could use Adobe Premiere, or my fav, and very cheap lol "EZ Video Splitter" im addicted to that.
