Walmart has some good funny ones.
tshirthell.com has funny shirts but isn't cheap at like $18 a shirt +shipping. But if you use the code 'cheapshit' you get 30% off I think.

Well, the best places for cheap tees is closeout shops and 99 cent stores.
They'lll often have tees for 99 cents that are overproduct from production runs for specific amounts, or orders from companies that went out of business. Manufacturers don't like to lose money on this stuff, so you'll see mixed bins of tees at these stores.
As for thrift shops, sometimes you'll see new clothes, but short of some rare concert tee, I won't wear someone else's tee.
