By creating a forwarding rule in your mail client, yes. For example I have all of my GMail accounts forwarded to my primary e-mail (non-GMail) account by creating a forward rule in GMail.

If you're talking about leaving one ISP for another, deactivating that account, and then having any mail from it forwarded to the new account, you'll have to talk to your ISP about that. Some will do it, some won't. They have to setup a forward on their SMTP mail server to do it, because any mail addressed to your old e-mail domain will be handled by their mail exchange (MX), and so must get there before it can be forwarded.

Yes, click on Settings, then Forwarding and POP. This will forward all mail. Or you can create individual filters if you want only certain mail to forward, or want different mail to go to different accounts.
