Your internet connection is active whether your computer is on or off, provided that your router/internet connection are still turned on and active then you can use your laptop and never turn your PC on at all.

ur laptop doesnt connect to ur desktop, it goes to the router/modem to get u on the internet.

No, it won't work without the PC powered up. Not only does the PCI slot require power, but your desktop PC acts as a bridge of sorts to the rest of your network (including your internet connection). So both NIC's have to be powered up and the packet routing/bridging is happening in software by the OS.
