Anybody know what's wrong with this CRT?

it is fixable, but that monitor is worth 15$ tops, lol...
get a new monitor, or better yet, get an LCD....

while it's on, hit it on the side a few times....does the picture move? If not, then it's probably a vertical or horizontal adjustment. Check it out. Also, maybe the stretching is fucked up...mess with that.
If the picture does move, then it's probably an electron gun problem and the CRT is bad. Return it if you can.

Does this only happen once it boots into Windows, or does it happen during BIOS post screen, Windows startup screen, etc?
If it happens all the time, consider it toast most likely -- it'll cost more to fix than it's worth.
If it happens only after Windows starts up, it sounds like a bad resolution/refresh has been set. Try booting into Safe Mode and reset the resolution to 640x480 60hz and start from there. Also make sure the correct video and monitor drivers are installed so that Windows doesn't try to set a bad res in the future.

He could also have the monitor's refresh rate too high.
I think it's just the monitor. I can hook it up to any PC and it does it.

Boot into safe mode, as I said. That forces 640x480 60hz. If that works, go into Display Properties and set the resolution to 640x480 and set the refresh (on the Adapter tab) to 60hz. Then you should be able to boot normally and gradually bump up res/refresh.
You didn't answer whether it was doing it on the BIOS POST screen or not, but if it's doing exactly the same on your PC too, I'm guessing not, unless you both were running refresh rates incompatible with this monitor.
If you can't get a POST screen or safe mode boot without the problem, then the monitor is hosed.

There should also be a checkbox that you should check that says something like "Hide modes that this monitor cannot display." That should give you the frequencies that the monitor can handle.

yeah, people that say that CRTs are worthless and advocate tossing them don't know shit about CRTs other than the fact that they are bigger than LCDs.

crts do look a LOT better than most lcds, and especially of the same price range. too get a good lcd you really need to spend a good amount more than you would for a crt.

Well, aside from CRTs taking up space (the main selling point of LCDs), CRTs produce a lot of heat. If I could afford a LCD, my A/C wouldn't run as often. ;)

mine isn't that bad, lcds do produce heat too, just a lot less.
why do laptop lcds do so much better than desktop ones?
are they slower refresh and moreexpensive, or are we getting ripped off?
