Use the search for files and folders on your computer using the parameters "golden palace" and then delete everything that is found. The reason it isn't currently uninstalling is it probably has a corrupt uninstall file and casinos make it rather difficult to uninstall their software.

does someone have a gambling problem?

If so, then good for you deleting the program, although you shouldn't be paying $5 for the answer to this question...

if you are confident of your ability to not mess up windows you could go one step farther and get rid of the registry keys associated with this program
