Can anyone make any sense of this

I was maxing out at 600k and left for 2 days and now max out at about 80k.
Internet provider says it's my lines in the building but...internet has been FINE for months.

hmmmm

Who is your provider and what kind of modem do you have?

Also i need for you to power cycle the modem by unplugging it for 1 minute then plugging it back in.

Test Again. If speeds still suck, run the line test from dslreports. That will tell me if you have a weak signal or not

I had to change from cable to dsl becuase there's this guy in my neighborhood that downloads movies 24/7 and was seriously slowing down my connection.

He strays into network neutrality a bit, but I've bolded the part where he explains the internet.

Now I think these people are arguing whether they should be able to dump all that stuff on the internet ought to consider if they should develop a system themselves.

Maybe there is a place for a commercial net but it's not using what consumers use every day.

It's not using the messaging service that is essential to small businesses, to our operation of families.

well, adelphia may be your problem. I got horrible speeds using adelphia living in cheektowaga. switched to dsl and it has never been better. that reminds me, the fios people were at the taste of buffalo....need to see what they are offering ;)
sign up for verizon dsl and get an offer credit for it )

The "last mile" is always the slowest part of the internet. last mile = what comes into your house- cable or dsl, typically. Cable internet is shared along the way from the central office or remote terminal to your house, so if somebody else is using a lot of bandwidth, your getting what is left over. DSL connects you directly to the central office or remote terminal so what others are doing in your neighborhood affects you very little. See if you can find someone in your neighborhood with DSL and see what they are getting on a speed test.
