Telling what ISP I have

I just moved into my apartment not to long ago and the high speed (cable) internet was already setup and I need to figure out what ISP provider I have because I think its the reason my xbox live cant connect (not compatable).

I saw in peoples signature that has that guy with the quote bubble that says you are using this browser at this IP and using this ISP.

figure out how to tunnel or vpn it

I send in for support on their website if there is a way they have to do it, otherwise I have no idea what tunneling or vpn( iknow what it stands for but not how to work it) is.
