This is only a year promotion.. It's so everyone can have a taste of Skype without fronting any cash.
There used to be a server in Texas that allowed you dial outgoing PTSN lines.. Unfortunately, there are wannabe phreaks in our H/P community and was apparently using the service to make prank calls and other harassing calls to various people, so the service got shut down.
If you have loved ones and friends in other countries.. There is a service called VoIPBuster.
For 10 Euro, you can call almost anywhere in the world (as long as you are calling a landline) and talk as long as you want for free, for 120 days.. That's 30 Euro a year.. You can't call the U.S. for free, but you can call Canada for free ?

I'm not giving this service my Seal of Approval as I've only used it a few times to call family in Iceland.. But the reception was OK (for the most part) and the latency was tolerable from both ends.
