If you have money in your Paypal account you can send someone else money as long as the person you want to send it to has a Paypal account.
That being said, why'd you enter into a trade knowing you'd be in this predicament?

he does have a paypal acount but it keeps saying i need to add a credit card and i didnt know this was gonna happen i never sent money with paypal

Or at least a verified PayPal account so you can use PayPal debit/virtual cards. What's the big deal with verifying? I've been verified now for 5 years.

or a prepaid debit card. Which is by far the best way to roll. You can buy one for cash, and it is not tied to you in any manner.
