Cell phones and the internet

Do cell phones that have internet access have ip addresses? And like can you backtrack people from cell phones...like get their information, know who they are? Am I making sense?

I would assume you would only get the cell phone service provider's IP shrug

cell phone providers usually act as a proxy for each user. So an external site would see the cell provider's info instead of each phone. Think of it as a glorified LAN.
