i decided to outsource..... hey, all the majors are doing it. i needed a website designed and said....why don't i look to India. So, i won an eBay auction from an Indian dude for web design. Long story short, he didnt do any web design for me. he then disappeared from online. i have talked to him on the phone about a refund, but havent received anything. this has been going on for months.
the transaction was done through www.mypaysystems.com they said they couldnt do anything about it. im like what?! there must be some type of protection against dead beats.
how can i get in contact with someone in India who could possibly act on my behalf? i.e. call him
im running out of phone cards. cant afford to keep buying them.
any assistance would be appreciated.

Wow...that was a retarded move.
Wish someone could help you, but you pretty much got fucked. I'd imagine since the guy was working out of India, United States law isn't going to help you, either.

US law certainly covers US citizens in a case against a foreign citizen, but it's likely not worth the cost of an attorney unless you dropped serious cash for the site.

Outsourcing is fine, if you deal with a company and draw up some legal paperwork defining the business relationship - a contract basically.
Buying web design services from some Indian person on eBay != outsourcing.

the guy finally got back to me. he was out of town. sent money yesterday.
