Can I do the same offer on 2 different sites?

Like, if I wanted to do one offer twice on 2 different sites, is it possible, or would that company not count it as a unique referral?

don't do an offer twice. that's kind of not even legit on some offers, I think, since you're trying to use the same name/address more than once.

I guess you could do stamps.com or ancestry.com and then cancel and do it again, but it might get you put on hold.
