Looks pretty, seems like it has good potential. Then only that I don't like is that you have like a first gen ipod on your banner. Maybe add some more color as well.

I'd say its simple but not yet attractive. View some other popular forums and notice how they implement their logos and designs as well as custom icons.

That logo is way too tall, it leaves a huge white space to the right of it that is prime real estate for something.

you need quick reply and a lot of phpbb mods.
you need a custom layout.
you need a nice logo and header
you can try a posting service to fill your forum out. look in the services forum of the b/s/t here http//forums.digitalpoint.com/

well I normally charge $20 for a header and $40 for a layout, 50 for an html or css template and $60 for a theme... or $30 an hour for those kind of jobs.
completely custom and guarantee you will like it. i'll keep changing it till you do.
I can deffinently work something out though if you can't afford that because I need the money.
