so i completed freedesktoppc recently and know that i will eventually have to fill out a w9 form
but in the w9 form it says
"Foreign Person If you are a foreign person, do not use form W-9. Instead use the appropriate Form W-8."
Since i am foreign person without a SSN(Or TIN), should this be the form i submit to freepay?
I'm pretty confused by what i am suppose to do in my position (

The directions on the W8 seem to be pretty clear...looks to me like you pay a flat rate of 30% on income (your FDC cost) rather than your marginal tax rate (which would likely be lower). However you may also use the form to show that you are entitled to an exemption if you're a resident of a country with which the US has a tax treaty.

i dont mind the 30%... no biggie i guess for something worth 70% more
but that form is the one i should give them right?

Well, read the form carefully and make the decision yourself (or ask for some help from your family) - you know alot more about your citizenship than we do (nor do we need to know).
I don't know which countries qualify under US tax treaties, but that's a nice loophole to have, if it applies to you.

Anything valued at less than $600, though it's Freepay making the declaration of value. If you care enough, and have the ability to have CPA work for you, you may be able to declare a lower value for the computer if you can find valid prices and prove them to the IRS (ebay won't count).
