Looking for help starting a site (pref from a current owner)

I was having a conversation with a site owner, and was talking about offers and how much they get paid. You know those little offers on the Offers for Money sites? The ones where you fill out a form, and get paid 50 cents? Those pay the site owners $1-$2.50! So, I came up with one of the easiest sites to do.
It would be one of those raffle sites, but it would be with offers that you don't have to pay anything to do, and take around a minute to finish! We would give out a prize to a random person who did an offer every 2 weeks, or every month (depending on what advertiser we get, what the deals are, and other things. it will be decided before the site opens), and will give out prizes like iPods, PSPs, etc.

Anyone have any feedback? Specifically site owners/coders/people who have affiliate accounts? I'd really like to start this site up.. it looks easy and foolproof )

Raffles/Sweepstake sites have a number of logistical problems that prevent many from getting off the ground. You really need to have a good lawyer to advise you as each states laws vary and to allow users from that state to participate, you must be in full compliance.

It's easy to get around that.
You could be doing an offer to win a piece of paper that says "Yes" or "No", and I put all the pieces of paper in a bowl and take them out 1 user name at a time.
I'm pretty sure there's loopholes to everything..

Those work way differently. They want you to do big offers to have a chance of getting it. I'm having small offers that cost nothing, you only have to fill out a form or something, for a raffle ticket.
Also, I started registering the domain before I made this post, yet somehow, someone else got it. Whoever did that - wow. It's fine, learn2play, get creativity.

Also, a quick update, I've been talking to a current siteowner, and there's a good chance we'll be working together on this to get this site up ) Hopefully before the new year, so we can start January's raffle on time.
