you gotta be kidding about your first question, go check to OC board and trainn board right now. see how many "DQ" posts are on the OC page and how many are on the trainn page. the only complaints I see from both are crediting problems (which usually both get resolved, as people just panic if they don't get credit after a week)
but yes your second question is true(though not all the sites have those bad offers), why does OC have those expensive ones?

There's several ways you can know =) I'm guessing he came back on an one of the IP's he had already used before. Sometimes people have 20+ IP's associated with their username, so it's difficult going through and banning each and every IP.

Yeah since the missing credit support team isn't doing much crediting, they could send one guy from there, here! Of course the approval process team is much too busy to lose any members of that department. wink

He's using AOL which makes it more difficult to know if someone is a scammer or previously banned user since there are so many people posting from that same IP (ragefu has posted from the same one as our friend above has for instance).
He was just a retard about it though so it was obvious from the start who he was.
