You will have two savings accounts.
Emigrant has a higher interest rate so I would pick that.

Id have to open up a treasury account and the interest on that thing is almost the same as what ING and Emmigrant are offering. Plus I cant withdraw until like a week or however long my t-bill is.

Emmigrant will give you 4% in a year.
A t-bill will give you that in 3 months.
So.. you could make approx 16% in a year.
Its just what I would do.. not for everyone I guess.

Are you sure its not 4% APY for the 3 month t-bill? If its 16% a year then, why would anyone consider investing in anything else if they get 16% a year guaranteed? Also Treasury Bonds barely hit 13% towards the end of their maturity.

Alright yeah that sounds reasonable considering ING's interest was up around the 7 percent range in 2000.
