Personanlly, I would NEVER EVER EVER buy hosting by the year.
Right now, I'm with 800poundgorilla.net. They have been around since 1993 and have a LOT of experience. They've been very professional and reliable. I'm sure they'd set you up with a cheap personal account ($5/mo)

Admin, what do you pay for how much bandwith/space? I know hosting this site can't be too kind on your allocated bandwith.
