Can this be a scam? (Ebay e-mail I received)

I bid on a laptop on ebay, I lost the auction, but I got an email from a lurker offering it to me for cheap. I wrote him that if hes willing to use an escrow service, I'd be glad to buy from him. I was expecting no response, but he replied with this? I don't think that DHL offers this service, but is this a known scam or anything like that?

P.S. If anyone is selling a dell 700m, please contact me. Sofasets owed me one, but he fucked me. I know dell offers good deals often, but none have come in the past week, and I really need one ASAP.

Here is how I want to go about delivery and payment for the Dell Inspiron 700M Laptop Sealed 12.1 1.7Ghz which will be through DHL and will also give you the chance to inspect the item before I receive the payment for it.
I will explain to you step by step how this will work.
A. First you have to send me your shipping information (your name and address).
1. After I receive your shipping info, I'll go to a DHL Location and leave the product onto your name and with your address as the intended receiver.
2. DHL will check the Dell Inspiron 700M Laptop Sealed 12.1 1.7Ghz also the legal papers to see that everything is OK with it.
B. You will receive a notification from DHL as a confirmation that the item is in their custody and also, that the Dell Inspiron 700M Laptop Sealed 12.1 1.7Ghz has been tested.
1. After that, you will have to make a money transfer via Western Union on my name, as a guarantee, and send the payment information to DHL.
2. DHL will verify the Money Transfer, and if everything is in order, they will deliver the product to your door step.
3. After you will receive the Dell Inspiron 700M Laptop Sealed 12.1 1.7Ghz and you will be completely satisfied with it, you will instruct DHL to release the payment information to me, so I can collect my money.
C. If by any reason, you will not be satisfied with the item you will return the product to DHL with no expense.
I will pay for shipping and you for the amount transfer.

it's a definite scam. anybody who offers to pay with wire transfer or western union is a scammer nowadays.

I have read about Western Union scams, but why do they like them so much? Paypal isn't much better, it offers me the same amount of protection as ebay, I believe, I'd prefer to do escrow, it costs $25 but its worth it. Any comments on whether DHL offers this?

yeah, western union would be a pain in the ass anyways. Unless this schmuck agrees to escrow or COD, the will be no deal.

P.S. if I wanted to make a thread asking to buy a 700m, where should I place it? Or is this not allowed at all?

Please be aware that DHL does not in general get involved in collecting payment from its customers for goods which it transports. In general, DHL only collects money due to DHL (for the shipping costs).

It's a definate scam, even if it wasn't, thats way too many steps to go through that something could go wrong.
