So I originally sold my psp on eBay for $230 shipped to some lady, and she ended up not paying for it.

I will sell it to anyone for $230, free s/h.

I would really like a check or money order, but we can work something out.

I tried doing that w/ wal mart, and they said that I would need a receit, and if I didn't have one, then two forms of ID, and in store credit, but that was all just a maybe if they would give me it.

Sometimes they get picky because those devices have the s/n and all, one lady told me once they can check the s/n and know it was not purchased from ANY Wal-Mart and then wouldn't return it. That was on a phone call where I was asking about "returning a game cube that was a gift w/o a receipt".

Could have been a smoke screen too, never went in to try.

Did you specify it was only for US customers? Just charge him a nice fee for shipping and make sure his payment is legit.

Theres options you can select while making the auctions to only allow bidders with no NPB reports, in the US (i think), etc. Did you use any of those filters? That cuts down on some of the non-paying or out of the country bidders.
