I got a statement on my cc from Paypal saying that I owed them money for 2 identical transactions. However, I have never even used a paypal account before and I have no clue what's going on.
What should I do?
The number on the bill is 402 935 7733. I am 95% sure that Paypal's Hotline.

it is an automated hotline. unfortunately it is a omaha, nebraska number and is portable. kind of strange for a major corporation. i recently got an email from paypal telling me to watch out for scammers that acted like paypal so i think you should be careful.

According to Paypal's website, their phone # is 402-935-2050. The only way I could see that you got charged by Paypal is if your credit card number was stolen and added to a fake account to send payments from, in which case you need to cancel that card immediately. Call Paypal and find out what exactly is happening. Here's their 1-800 number 1-888-221-1161
