banks that offer prepaid debit cards

my friend doesnt fully trust this stuff and wants to use a debit card. I sent him to 2 local malls which I thought were Simon, and apparently Simon sold those malls months ago. So my question is which banks sell these things, and what kind of fees are good?

They're everywhere in Colorado. And they have commercials with ladies singing -

I did , and theyre not. Most banks are only local.

I've also heard of grocery stores having some prepaid cards. But that's in Oregon.

Commerce banks hae prepaid visas.

they dont work on a signle offer tho.
Ive had this $40 prepaid visa sitting here for months...
