i have a pic of me, and i want to change my haircolor in the pic.
how do i do that in Photoshop?....something other than the fill tool (that fills it in with a solid color)

Use the freeform select tool and select the region of your hair. Then, mess with the color adjustment to make it darker, different tint, whatever. It'll look more realistic than painting it.

select your hair, i would probably use a mask.
then
image > adjustments > color balance
