A lot of people want web certs instead of paypal. Are they as safe as paypal to give? Like if they go over a lot I dont get charged anything right?

no, but if somone decides not to do your offer there is no way to get a webcert back

with paypal you can file a dispute
Unless the person has a very high trade record i would stick with paypal
but just my suggestion

They are safe to give, but you should know that many of the offers now put you on hold for using them. Read through the TOS of many sites, most prohibit them.

You can't file a dispute on Paypal for a service, only tangible goods.
