I own a site, and I started with over 3k. Things have gone well and I even had huge problems with SearchCactus for a while. I'd say 3k is enough because you probably won't get too many users right away anyways. I wouldn't recommend starting a site though, because it is hard to make much money. I have made nothing and my site has been up for 4 months! Good luck either way.
