My really good friend that lives in cali was gonna help me be one of my referrals but he doesnt have a credit card. I was wondering if he could get a pre-paid visa card in order to sign up for the offer, I dont wanna violate any rules.

I've heard one of the mods here saying that a greendot card can be used because it has a name and social security number attached to it and it can be reloaded conveniently via bank account or reload cards in stores.
