Referral before offer?

Is it possible to gets refs on a site before completing an offer as long as you do an offer at some point before requesting your prize? I checked the FAQ but couldn't find anything on this.

Yes you can get ref before you're green. But u must be sure you will green because there is no point of getting ref but u can't green. ;)
